The statement by the US State Department that dozens of contacts took place to peacefully resolve the situation around Ukraine is a fiction. This was announced by the Russian Foreign Ministry.

On January 20, the US State Department issued a bulletin, Fact and Fiction: Russian Disinformation on Ukraine. The Russian Foreign Ministry emphasized that everything written in this material “does not withstand any critical analysis.”
Responding to the words of the State Department that Russia accuses other countries of its own aggression, the ministry recalled that paragraph 2 of the Complex measures to implement the Minsk agreements recognizes Kiev, Donetsk and Luhansk as parties to the conflict.
It is the Kiev authorities who are trying to make Moscow a party to the conflict in the Donbass, while Russia acts only as an intermediary in the contact group, the Foreign Ministry emphasized.
Among other “fictions” Washington in the bulletin, the Russian side called the thesis that Moscow is using disinformation to create a pretext for war. The Russian Foreign Ministry suggested recalling how the United States has repeatedly used disinformation for aggression against other countries, in particular for the invasion of Iraq.
According to the Russian side, NATO “tarnished itself” the invasion not only of Iraq, but also of Afghanistan, as well as the operation in Yugoslavia. Thus, the words of the State Department that the North Atlantic Alliance is a defensive alliance do not correspond to reality, the Russian Foreign Ministry added.
A new round of escalation in eastern Ukraine has been ongoing since last fall, when several Western publications, including The Washington Post and Politico, reported that Russia was preparing a military “invasion” to Ukraine. Negotiations on this issue were held on January 9 and 10 in Geneva, on January 12 the documents were discussed within the framework of the Council of Russia— NATO in Brussels. The next day, another round of negotiations took place along the line of Russia— OSCE. The meetings ended without results, but the parties agreed to continue negotiations.
Later, on January 21, another round of talks took place between Russian and US Foreign Ministers Sergey Lavrov and Anthony Blinken. As a result, Lavrov said that Washington shared a preliminary oral reaction to Moscow's proposals for security guarantees and asked a series of questions that would help form a written response. The United States should provide it next week, the head of the Russian Foreign Ministry added.
