Russia will use Articles 5 and 6 of the Biological and Toxin Weapons Convention (BTWC) in launching an investigation about US biolaboratories in Ukraine, Russian Permanent Representative to the UN Vasily Nebenzya said at a meeting of the Security Council.

“Given that the American side refuses any constructive discussion on this topic, we plan to use the mechanisms provided for in Articles 5 and 6 of the BTWC,— said Nebenzya.

He said that the Russian side had already collected “a significant amount of materials” proving that the United States and Ukraine had violated the BTWC, while the collection and analysis of this data would continue, after which they would be submitted to the Security Council for investigation.

According to Art. 5 BTWC, states — the parties to the Convention “undertake to consult and cooperate with each other in the solution of any questions that may arise in relation to the purpose or in connection with the implementation of the provisions of the Convention.”

In Art. 6 of the BTWC states that any party to the Convention that claims a violation of the obligations of its provisions may file a complaint with the UN Security Council. This complaint was to indicate “all possible evidence confirming its validity, and a request for its consideration by the Security Council.”

The fact that on the territory of Ukraine there was a network of 30 biological laboratories that worked on the order of the Pentagon was announced in early March by the head of the troops of radiation, chemical and biological protection Igor Kirillov. According to him, it was, among other things, the collection and export to the United States of strains of dangerous microorganisms and the study of potential agents of biological weapons.

The Investigative Committee of Russia opened a criminal case under Art. 355 of the Criminal Code on the development and production of biological weapons of mass destruction. The head of the department, Alexander Bastrykin, claimed that US funding for biological programs in Ukraine since 2005 has exceeded $224 million.

The US State Department called Moscow's accusations disinformation, and the Pentagon and the White House also rejected them. The head of the US National Intelligence, Avril Haynes, stressed that the laboratories existing on the territory of Ukraine are engaged in biosecurity and research in the field of public health.

Ukrainian President Volodymyr Zelensky also rejected the development of weapons of mass destruction in the country. He said that the laboratories on the territory of the country have remained since the times of the USSR, they are “engaged in ordinary science”, and not military technologies.

On May 12, the first deputy representative of the UN, Dmitry Polyansky, said that Russia demanded a meeting of the Security Council UN to present new evidence of military biological programs in the US biological laboratories in Ukraine.
